1. Purpose of the Consultancy
VillageReach seeks to engage a qualified OpenLMIS Technical Manager Consultant to provide technical and operational leadership for the implementation, optimization, and support of OpenLMIS in Nigeria.
The consultant will work closely with the National Primary Health Care Development Agency (NPHCDA), implementation partners, and technical teams to ensure effective deployment, support, integration, and sustainability of OpenLMIS within the national digital health ecosystem.
2. Scope of Work
The Consultant will be responsible for the following:
Technical Leadership & System Implementation
- Lead and coordinate OpenLMIS implementation, optimization, and support activities.
- Support system configuration, customization, testing, rollout, and post-deployment support.
- Translate user, business, and Ministry of Health requirements into actionable technical specifications and implementation plans.
- Coordinate integration planning with relevant national health information systems and interoperability platforms.
- Support alignment of country customizations with OpenLMIS Core architecture and standards to maintain system scalability and upgradability.
Stakeholder Coordination & Technical Liaison
- Serve as the primary technical liaison between government counterparts, implementation partners, developers, and support teams.
- Bridge communication and operational gaps between technical and programmatic stakeholders.
- Coordinate issue triage, escalation, troubleshooting, and resolution across helpdesk and development teams.
- Support governance, implementation planning, and sustainability initiatives for OpenLMIS.
Helpdesk & User Support Oversight
- Supervise and guide Helpdesk Officers, including workload coordination, escalation support, and performance monitoring.
- Strengthen helpdesk and support processes, including ticket tracking, documentation, and continuous improvement initiatives.
- Support end-user adoption through technical guidance and structured support mechanisms.
Capacity Building & Documentation
- Coordinate and facilitate user trainings and cascading of program updates to subnational stakeholders.
- Develop and maintain technical and operational documentation, guidance materials, and user support resources.
- Support knowledge transfer and capacity strengthening for government and partner teams.
Monitoring & Reporting
- Track implementation progress, risks, dependencies, and support issues.
- Provide regular technical and operational updates to VillageReach and relevant stakeholders.
- Contribute to continuous improvement initiatives and strategic planning for long-term system sustainability.
3. Deliverables
The Consultant will be expected to deliver:
- Implementation and technical support plans
- System configuration and rollout support documentation
- Requirements gathering and technical specification documents
- Integration and interoperability coordination support
- Helpdesk and escalation management reports
- Training coordination materials and user guidance documentation
- Regular progress and risk updates
Requirements
4. Required Qualifications and Experience
The ideal consultant should possess:
- Bachelor’s degree in Computer Science, Information Technology, Health Informatics, Information Systems, Public Health, Supply Chain Management, or related field. A Master’s degree is an added advantage.
- Minimum 3–5 years of experience supporting digital health systems, eLMIS/HIS platforms, or enterprise software implementations.
- At least 2 years of experience in technical coordination or management roles, including supervision of support or technical teams.
Demonstrated experience in:
- System implementation and rollout
- Requirements gathering and technical documentation
- Helpdesk and support management
- Stakeholder coordination with Ministries of Health and partners
- Issue escalation and technical troubleshooting
- Strong understanding of digital health ecosystems and interoperability concepts.
- Experience with OpenLMIS strongly preferred; familiarity with systems such as DHIS2, OpenMRS, ERP/WMS platforms is an advantage.
- Strong analytical, communication, stakeholder management, and problem-solving skills.
- Experience working within donor-funded or public health supply chain programs is preferred.
5. Reporting Line
The Consultant will report to the designated VillageReach Program Lead and collaborate closely with government counterparts, implementation partners, and technical teams.
6. Duration and Nature of Engagement
This consultancy is expected to be full-time for an agreed contract period, subject to project needs and funding availability.
7. Location
Abuja Nigeria, with possible travel to subnational implementation sites as required.
