<p><span data-contrast="auto">Dexis is seeking an Assessment, Monitoring, and Evaluation (AM&E) Analyst to support anticipated programming with the Department of State (DOS). This opportunity will provide policy direction and oversight in the areas of international security, security assistance, military operations, and defense strategy and plans, specifically focused on Foreign Military Financing (FMF) and International Military Education and Training (IMET) military grant assistance programs. Candidates must have an active Secret Clearance. </span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></p>

<li><span data-contrast="auto">Assess, monitor, and evaluate FMF and IMET funded programs on an ongoing basis.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Research and analyze program data to identify program trends.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Identify mechanisms to collect program data.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Develop country reports, trip reports, annual assessments, and deep dive analyses. </span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Coordinate and collaborate with the appropriate stakeholders within the State Department and Department of Defense.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Conduct all monitoring-related tasks for FMF and IMET programs, including data collection, designing monitoring plans, and developing evaluations and assessments.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Contribute substantively to the design of and conduct field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other analytical tasks.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>

<h1 style="margin-bottom: 6.75pt;"><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;"><strong>Qualifications </strong></span></span></h1>
<ul>
<li><span data-contrast="auto">A Bachelor’s degree from an accredited university and 8 years of relevant experience, or a Master’s degree and 5 years of relevant experience.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">At least three (3) years of foreign or security assistance initiative experience in designing or conducting large-scale AME analytic activities for international programs.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Active Secret Security Clearance.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Excellent communication skills, including writing and presenting findings and analyses regarding the impact of security assistance.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Ability to provide strong analysis and critical thinking to complex matters of security assistance/ security cooperation, military operations, and international security.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Experience related to:</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Developing program designs and monitoring plans</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Developing data collection plans to guide research efforts</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Preparing written analytical reports</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Coordinating and collaborating with multiple stakeholders in different organizations and departments</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Organized, detail-oriented, and passionate about international security cooperation.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Ability to develop and implement processes and procedures to increase team effectiveness.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Ability to multi-task, respond to quick turn-around requests, and prioritize tasks.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>

<li><span data-contrast="auto">Have a current passport and able to travel nationally/ internationally to participate in conferences, oversight visits, and occasional exercises.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint)</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>

<p><strong><span data-contrast="auto">Preferred Qualifications</span></strong><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></p>

<li><span data-contrast="auto">Experience in the military or supporting military security cooperation/ security assistance programs, and/or experience working with foreign militaries.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Experience with international security advising or related military advising missions.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Regional experience with European militaries or security assistance programs.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Creative problem solver with a strong statistical background.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
<li><span data-contrast="auto">Experience with Tableau and NVivo is a plus.</span><span data-ccp-props="{"201341983":0,"335559739":0,"335559740":240}"> </span></li>
