About the role

The City of Belleville, Illinois is seeking to hire a Construction Inspector to work in the City’s Engineering Department.  The City is seeking a talented and skilled inspector to perform inspections of capital improvement, infrastructure, and maintenance projects to ensure compliance with the City’s adopted codes, State & Federal policies, and project plans & specifications.

 

This position reports to the City Engineer.  This position will have frequent contact with contractor personnel, other City department personnel, and the public.

 

Job Responsibilities

The Construction Inspector is responsible for:

 

  • Performing field inspections of contractor operations for multiple projects including earthwork; drainage; asphalt or concrete pavements; sidewalk; and other miscellaneous items
  • Interpretation of the project plans and specifications while observing and ensuring that the contractor's work follows the contract
  • Accepting or rejecting materials incorporated in the project based on visual or field tests and ensuring that all materials have been properly inspected prior to incorporation into the project
  • Completing necessary reports and documentation for contract pay items; computing quantities; and preparing required contract change orders & pay estimates
  • Maintaining daily diaries, field quantity books and project records
  • Addressing concerns from the public
  • Other duties as assigned by the City Engineer

 

Principal Accountabilities

  • Inspects work items and ensures that the contractor provides a quality improvement in accordance with the project plans and specifications.
  • Provides accurate measurement, computation, and documentation of contract items.
  • Keeps City Engineer informed of any construction problems encountered or changes made.
  • Performs other duties as assigned.

 

Qualifications

Minimum position requirements are:

  • Knowledge of Illinois Department of Transportation (IDOT) inspection requirements, Project Procedures Guide and the Standard Specifications for Road and Bridge Construction
  • Completion of IDOT Training on Documentation of Contract Quantities
  • Familiarity with the IDOT Construction and Materials Management System (CMMS)
  • Working knowledge of routine civil engineering practices and construction methods, procedures, and principles
  • Ability to analyze problems, make decisions, and initiate corrective actions
  • Ability to communicate effectively, oral and written
  • Valid driver's license

 

Position Desirables

  • Experienced IDOT engineering technician and resident of record on multiple projects.
  • Bachelor of Science in Civil Engineering from an ABET accredited university OR
  • Completion of two years of college in civil engineering technology, pre-engineering, or a job- related technical/science curriculum PLUS three years of engineering experience; OR
  • Six years of technical / engineering experience
