<p><strong>About Us&nbsp;<br></strong><span style="font-size: 10pt;">GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in 14 countries across the globe with a dedicated team of personnel. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.</span></p> <p><span style="font-size: 10pt;"><strong><em>About Programme <br></em></strong></span><span style="font-size: 10pt;">GOAL has been operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. GOAL Haiti has developed a strong focus on urban development and building of resilience within urban communities.</span></p> <p><span style="font-size: 10pt;"><strong>Job Purpose&nbsp;<br></strong></span><span style="font-size: 10pt;">The Country Director is responsible for the planning, management and appropriate development of GOAL’s work in-country. Based in Port-au-Prince and reporting to the Regional Director for Latin America/Caribbean, you’ll contribute to the strategic development and delivery of our Programme in Haiti and provide overall senior leadership for the team. This is a critical role and requires an inspiring leader with a proven track record of successfully managing a large country programme in complex and crises affected environments -this role is initially offered as <strong>12 month FTC</strong></span><br><br><span style="font-size: 10pt;"><strong>We are looking for</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">an experienced humanitarian leader who leads with purpose, clarity and integrity</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">with proven experience in adapting to complex environments</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">who can demonstrate their experience in fostering inclusion, collaboration and high performance whilst ensuring compliance, security and resilience.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Key areas of responsibility:</strong></span></p> <p><span style="font-size: 10pt;"><strong>Strategic Leadership </strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Lead the development and implementation of the country strategy.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Build and nurture strategic partnerships with donors, government and other stakeholders.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Focal point for GOAL HQ liaison and reporting at a senior level including risk management, funding and business development, finance, compliance and high level systems reports.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Business Development</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Design and implement resource mobilisation strategies to secure diversified funding streams.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Represent GOAL externally, positioning the Haiti office as a credible and influential partner.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Programme management </strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Oversee the design, implementation, monitoring and evaluation of programmes consistent with GOAL's technical standards.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Foster accountability and ownership, empowering employees make decisions that support strategic objectives.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>People and Culture </strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Manager and motivate the senior country management team (6 employees) and wider team of approx. 60 staff.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Foster a positive, empowering and inclusive organisational culture.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Ensure robust application of GOAL's accountability framework.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Support regional integration and collaboration with GOAL teams across the Latin America and Caribbean region.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>&nbsp;</strong><strong>Finance and Operations</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Manage country-wide financial exposure and lead annual Country Budgeting process to ensure effective forecasts and resourcing.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Provide solid financial management and compliance with donor and organisational policies.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Ensure appropriate and effective support functions for programme implementation, including supply chain processes; appropriate and compliant procurement functions; fit for purpose IT systems; and safety/security management and appropriate duty of care of the country programme staff.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Safety and Security </strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Working with Global Safety and Access team, ensure robust security protocols are in place</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Lead on GOAL Haiti crisis management and risk mitigation planning.</span></li> </ul> <p><span style="font-size: 10pt;"><strong><em>Requirements</em></strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">5+ years’ experience at Country Director Level in the overseas humanitarian or development environment</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Demonstrable experience in security and crisis management – experience in Haiti is ideal but not essential</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">A record of successful engagement with institutional donors and securing funding including Donors such as USG, DOS, OCHA , ECHO and Irish Aid</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Experience leading a large and geographically dispersed team and working in highly insecure locations</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Fluent English and French (written and spoken)</span></li> </ul> <p><span style="font-size: 10pt;">Desirable</span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Prior experience working in Haiti</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Experience directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Prior experience in programming in food security, resilience, humanitarian response, sustainable urban development, market systems development.</span></li> </ul> <p>&nbsp;</p> <p><span style="font-size: 10pt;"><em>GOAL is an equal opportunity employer.
