<p><span lang="en-SG" style="font-weight: bold;">About</span><span lang="en-US" style="font-weight: bold;"> Ministry of Transport (MOT)</span><span lang="en-US"> </span></p>
<p>The Mission of Ministry of Transport is to develop Singapore's land, sea and air transport sectors to enhance our economic competitiveness and quality of life in a knowledge-based economy. MOT oversees the development and regulation of the following sectors: </p>
<ul>
<li>Civil Aviation and Air Transport </li>
<li>Maritime and Ports</li>
<li>Land Transport </li>
</ul>
<p>Besides providing an efficient and cost-effective transportation in Singapore, it also strives to make Singapore an international civil aviation and maritime centre for the region. The ministry sets the strategic and policy direction while operations and regulatory works are carried out by the statutory boards under its charge. There are four statutory boards which are established by Acts of Parliament: the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority (LTA), the Maritime and Port Authority of Singapore (MPA) and the Public Transport Council (PTC). The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB). </p>

<p>We are seeking a skilled Designer to lead the end-to-end user experiences for various products in the Ministry of Transport (MOT). This role spans employer-facing workflows, internal operational processes, and platform constraints within a regulated environment. This role may also cover design work for the Public Transport Council (PTC).</p>
<p>As the main designer for MOT’s digital products, you will shape problem framing, user journeys, and design direction from discovery through delivery, while contributing to and evolving design patterns and standards aligned with Government Digital Service Standards. This is an opportunity to make a meaningful impact on how businesses and internal users interact with government digital services. </p>
<p>You will work as part of a cross-functional product team, partnering closely with Product and Engineering, with autonomy over design direction and professional mentorship from the Design Lead. </p>

<p>We need designers who can own the end-to-end design process for a core enterprise product, from discovery and problem framing through concept development, validation, and delivery: </p>
<ul>
<li>
<p><strong>Problem framing and product strategy</strong>: Work with product manager and engineering lead to define product strategy and ensure we are solving the right problems </p>
</li>
<li>
<p><strong>Research and testing</strong>: Apply user research and testing expertise (qual and quant) to ensure digital platforms best meet the needs of all users and stakeholders, </p>
</li>
<li>
<p><strong>Systems thinking:</strong> Contribute a systems thinking and design thinking mindset to the teams and products you work with </p>
</li>
<li>
<p><strong>Outcome focus</strong>: Work closely with product managers to own outcomes continuously improving the products feedback and iteration </p>
</li>
<li>
<p><strong>UX/UI design</strong>: Translate complex user, business and regulatory requirements into smart, engaging, modern flows and elegant interfaces </p>
</li>
<li>
<p><strong>Design quality</strong>: Work to consistently improve the user experience and quality of all the products you work on, helping to uplift the quality of design across government in line with Government Digital Service Standards </p>
</li>
<li>
<p><strong>Digital and data savvy</strong>: Work with our engineering and data leads make smart decisions that get the most out of technology and data and work through constraints </p>
</li>
<li>
<p><strong>Stakeholder management</strong>: Work closely with product managers to deliver on business outcomes and help facilitate through inevitable conflicts and constraints, acting as an advocate for humans in the system</p>
</li>
</ul>
<p data-pm-slice="1 3 []"><strong>Baseline requirements we are looking for: </strong> </p>
<p>If you meet these requirements, we want to hear from you: </p>
<ul>
<li>
<p>Degree and/or proven, relevant experience in Design, Human-Computer Interaction, graphic design, design research or a related field </p>
</li>
</ul>
<ul>
<li>
<p>End-to-end capability: Everyone has their strengths and weaknesses, but we are looking for “T-shaped” designers who welcome end-to-end work </p>
</li>
</ul>
<ul>
<li>
<p>Proficiency in discovery and problem framing skills (design thinking, service design, etc) </p>
</li>
</ul>
<ul>
<li>
<p>Proficiency in UX/UI design tools (e.g. Figma, Sketch, Adobe Creative Suite, Miro) </p>
</li>
</ul>
<ul>
<li>
<p>Self-starter who can work independently for example to define and execute a research plan, define and implement a design system, prototype and test a solution </p>
</li>
</ul>
<ul>
<li>
<p>Willingness to work in office and build trust as a collaborative team player. </p>
</li>
</ul>
<ul>
<li>
<p>Strong stakeholder management skills appropriate to your level </p>
</li>
</ul>
<ul>
<li>
<p>Good communication and storytelling skills, with the ability to present findings and design rationale clearly and persuasively to all stakeholders </p>
</li>
</ul>
<ul>
<li>
<p>Comfort with ambiguity and complexity in enterprise, B2B or regulated environments and ability to frame ambiguity into clear, actionable design </p>
</li>
</ul>
<ul>
<li>
<p>Comfort with incomplete information, legacy systems and cross functional constraints </p>
</li>
</ul>
<ul>
<li>
<p>Self-directed, reflective, and open to feedback, with interest in contributing to the public good through digital services </p>
