Directs and manages the Transportation and Mill Levy programs with a unit of 20 staff and a direct report staff of 7.  Monitor programs, quality and service provision to ensure accountability for expenditures. Works with staff to ensure all policies and regulations are followed.  Maintains focus on the needs of the populations served and the trends of service delivery with a continual focus on enhancing programs, outcomes and efficiency of operations.

 

DIRECTION AND OVERSIGHT OF PROGRAMS AND SERVICES

  • Prepare budgets, monitor expenditures, and meet reporting requirements.
  • Oversee preparation and monitoring of contracts for services including goals, objectives and outcomes; issue corrective actions as needed.
  • Provide technical assistance to contracted providers.
  • Develop and maintain good working relationships with the aging, disability and transportation network.
  • Identify community needs for services and work towards addressing changes with service and program revisions as appropriate.
  • Provide information and education to the Aging Advisory Council, community partners, and organizations.
  • Assist in preparation and monitoring of the mill levy budget on a monthly and annual basis.

 

MANAGEMENT OF THE TRANSPORTATION PROGRAM

  • Fulfill obligations on Central Plains Coordinated Transit District (CTD) 9 Council, mandated by state law to coordinate services of transit providers in Sedgwick, Butler and Harvey counties.
  • Oversee contractors providing transportation services to supplement services provided by the department and compliance with state and federal regulations.
  • Assist in preparation and regular monitoring of the transportation program budget.
  • Oversee current transportation grants and adhere to Sedgwick County’s grant compliance policies and procedures along with state and federal grant requirements.  Regularly evaluate programming and ensure the programs meet high standards of excellence.
  • Maintain current knowledge of trends and best practices in transit services.
  • Identify opportunities for innovative and creative models of transportation programing at the local level.

 

DIRECT AND SUPERVISE PERSONNEL

  • Interview and hire staff for the Unit.
  • Coach and develop staff to maximize performance, outcomes, and sustain employee satisfaction and a content workforce.
  • Supervise, support  and evaluate job performance.
  • Create a shared vision of organizational and operational excellence and engage with staff to make optimal use of skills and knowledge.

 

Minimum Qualifications: Bachelor’s degree required from an accredited college or university in Gerontology, Social Work, Public Administration, Sociology or related field. Minimum of five years’ experience in the field of aging, transportation, social services, administration, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance.

 

Preferred Qualifications: Master’s degree from an accredited college or university in Social Work, Gerontology, Public Administration, Sociology or related field. Transit Manager Certification.   Bilingual in English and a language other than English.
