About the role

Position Summary

The Expanded Learning Opportunities Program (ELOP) Manager provides overall leadership, administration, and oversight of the school's Expanded Learning Opportunities Program. The ELOP Manager is responsible for designing and maintaining a high-quality, compliant, financially sustainable expanded learning program that supports student learning, engagement, and well-being.

The ELOP Manager oversees all aspects of program operations, including program design and implementation, staffing, supervision, budgeting, enrollment, billing, compliance, family engagement, staff development, and continuous improvement. The ELOP Manager works closely with the School Director and other ELOP Managers and other school leaders to ensure the program operates in alignment with organizational priorities, grant requirements, collective bargaining agreements, and all applicable laws and regulations.

Essential Duties and Responsibilities

Program Leadership and Operations

  • Develop, implement, and continuously improve a robust Expanded Learning Opportunities Program that meets all state ELOP requirements and organizational expectations.
  • Design and oversee engaging academic, enrichment, recreation, and social-emotional programming for students.
  • Ensure all program offerings align with student needs, family interests, grant requirements, and organizational goals.
  • Establish and maintain daily schedules, operating procedures, and systems that support safe, effective, and engaging programming.
  • Monitor program quality through regular observation, data analysis, stakeholder feedback, and continuous improvement efforts.
  • Coordinate programming with school leadership, instructional staff, service providers, and community partners as appropriate.
  • Ensure students have equitable access to program opportunities and supports.

Staff Leadership and Supervision

  • Recruit, interview, hire, onboard, train, supervise, evaluate, and retain high-quality expanded learning staff.
  • Establish clear performance expectations and provide regular coaching, feedback, and professional growth opportunities.
  • Conduct performance evaluations and address performance concerns in a timely and professional manner.
  • Develop staffing plans and schedules that ensure compliance with required staffing ratios and program needs.
  • Foster a positive, collaborative, and student-centered team culture.
  • Ensure staff are appropriately trained in student supervision, behavior support, safety procedures, mandated reporting, emergency response, and other required areas.
  • Work effectively within applicable collective bargaining agreements and organizational policies.

Budget and Financial Management

  • Develop and manage the annual ELOP budget in collaboration with school leadership.
  • Monitor expenditures, revenues, enrollment trends, and staffing costs to ensure fiscal sustainability and compliance with funding requirements.
  • Ensure program operations remain within approved budget allocations.
  • Oversee enrollment, billing, fee collection, and financial reconciliation processes for fee-based programming.
  • Maintain accurate financial records and support organizational audit requirements.
  • Analyze program financial data and make recommendations to support long-term program viability.

Family and Community Engagement

  • Serve as the primary point of contact for families regarding expanded learning programs.
  • Respond to and resolve parent questions, concerns, complaints, and requests in a professional and timely manner.
  • Communicate regularly with families regarding enrollment, programming, schedules, policies, and events.
  • Conduct outreach efforts to support student participation and family engagement.
  • Collect and analyze family and student feedback to inform program improvements.

Compliance and Risk Management

  • Ensure compliance with all applicable federal, state, local, grant, organizational, and program requirements.
  • Maintain documentation required for audits, monitoring reviews, funding requirements, and program reporting.
  • Ensure compliance with health, safety, supervision, attendance, and enrollment requirements.
  • Collaborate with school leadership and support staff to ensure students with disabilities and diverse learning needs have meaningful access to programming.
  • Develop and maintain systems that support accurate attendance reporting, data collection, and program documentation.
  • Prepare reports, plans, and other required submissions related to expanded learning programs.

Collaboration and Leadership

  • Partner closely with School Directors and school leadership teams to align expanded learning programs with school priorities.
  • Collaborate with teachers, student support staff, and operational teams to support student success.
  • Participate in leadership meetings, professional learning, and organizational initiatives as assigned.
  • Represent the school and organization in community partnerships and expanded learning initiatives.

 

Desired Knowledge, Skills, and Abilities

 

Education and Experience

Required:

  • Minimum of three years of progressively responsible experience managing youth programs, expanded learning programs, educational programs, or related services.
  • Experience managing budgets and grant-funded programs.
  • Experience supervising multiple staff members.
  • Minimum of three years of supervisory experience.

Preferred:

  • Bachelor's degree strongly from an accredited college or university.
  • Five or more years of program leadership experience.
  • Experience in a K–12 educational setting.
  • Bilingual English/Spanish.

 

Physical Requirements

 

  • Ability to supervise students in indoor and outdoor environments.
  • Ability to move throughout school facilities and participate in program activities.
  • Ability to lift, carry, and move materials and equipment associated with program operations.
