Program Background
The Economic and Social Infrastructure Program (ESIP) is an Australian Government Department of Foreign Affairs and Trade (DFAT) program implemented by DT Global.
Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy and telecommunications sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design and construction services.
Gender equality, disability and social inclusion (GEDSI) and social and environmental safeguards are a focus of the program and are mainstreamed across ESIP’s activities and operations.

The Role
The purpose of this EOI is to establish a flexible pool of cross‑cutting specialists and practitioners who can be mobilised to support the design, implementation, monitoring, learning and assurance of projects across ESIP’s portfolio. This talent pool will enable ESIP to efficiently identify and engage expertise on a needs basis, aligned with project lifecycle stages and emerging program priorities, particularly in the areas of Gender Equality, Disability and Social Inclusion (GEDSI), Climate Change and Disaster Resilience, Locally Led Development (LLD), and Monitoring, Evaluation, Research, Learning and Adaptation (MERLA).

About You
The cross‑cutting roles collectively bring specialist expertise and applied experience across inclusive development, locally led practice, climate and disaster resilience, and monitoring, evaluation, learning and adaptive management to support ESIP’s infrastructure projects. Together, these roles contribute skills in assessing and managing social and environmental risk, integrating GEDSI and social safeguards, strengthening local leadership and partnerships, embedding climate resilience, and generating evidence and learning to inform decision‑making. This combined expertise supports effective, accountable and inclusive program delivery across the full investment lifecycle, in line with DFAT’s Aid Programming Guide and reporting requirements.
