Senior Finance Officer - Existing position


Band: 4 - $70,277 - $87,846 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**  


This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY

Reporting to the Manager, Finance & Administration, the Senior Finance Officer is responsible for coordinating and supporting key financial functions across the organization, including funding agreements, financial reporting, budgeting, and audit support.


The role provides financial analysis, guidance, and coordination to program areas, ensuring compliance with funding requirements, accuracy of financial information, and alignment with organizational processes.


This position operates with a high degree of independence and is a key resource to staff and management, but does not have direct supervisory responsibility.


KEY ACCOUNTABILITIES

FUNDING PROPOSALS

  • Coordinate the financial development of funding proposals across the organization
  • Develop and review proposal budgets in collaboration with program leads
  • Provide guidance to staff on funding requirements and budget development
  • Ensure proposals meet internal financial review and approval requirements
  • Support communication with funders during proposal development
  • Maintain tracking of proposal status and related financial information


FUNDING AGREEMENTS

  • Coordinate the implementation and ongoing administration of funding agreements
  • Review agreements and support interpretation of financial terms and conditions
  • Monitor compliance with financial and reporting requirements
  • Maintain tracking systems for agreements, deliverables, and timelines
  • Provide guidance to staff on financial management of agreements
  • Act as a key contact for internal stakeholders on agreement-related matters


FINANCIAL REPORTING

  • Prepare and coordinate internal financial reports (monthly, quarterly, ad hoc)
  • Support the preparation and submission of external financial reports
  • Review financial and activity reporting for accuracy and completeness
  • Liaise with funders on reporting requirements and follow-ups, as needed


BUDGET & FINANCIAL ANALYSIS

  • Support the development and consolidation of organizational and project budgets
  • Provide guidance to staff on budgeting, forecasting, and financial processes
  • Monitor financial performance and identify variances and risks
  • Prepare financial analysis and reports to support decision-making
  • Support quarterly financial reviews and budget adjustments


INUIT TREATY ORGANIZATION (ITO) AGREEMENTS

  • Coordinate financial oversight of funding agreements with Inuit Treaty Organizations
  • Track compliance, reporting, and financial deliverables
  • Review submitted reports for accuracy and alignment with agreements
  • Maintain effective working relationships with ITO partners
  • Support financial communication and coordination related to agreements


FINANCE & OPERATIONAL SUPPORT

  • Support the annual audit process, including preparation of documentation
  • Contribute to the development and improvement of financial processes and controls
  • Provide guidance and informal training to staff on financial procedures
  • Prepare financial analyses, summaries, and briefing materials
  • Provide backup support for accounts payable and other finance functions


CORPORATE BUDGETING & REPORTING

  • Support the preparation of the annual corporate budget
  • Contribute to financial forecasting and planning activities
  • Prepare financial reports and analysis for management review
  • Identify trends and issues to support financial oversight


AUTHORITY

  • Provides financial analysis and recommendations to support decision-making
  • Exercises judgment in interpreting funding requirements and financial guidelines
  • Works within established policies and delegated authorities
  • No supervisory or signing authority


QUALIFICATIONS

  • Strong knowledge of financial management, reporting, and budgeting principles
  • Advanced analytical and problem-solving skills
  • High level of initiative, organization, and attention to detail
  • Ability to manage multiple priorities and deadlines
  • Strong communication skills, including the ability to explain financial information clearly
  • Proficiency in financial systems and Microsoft Excel; Power BI is an asset
  • Knowledge of Inuit organizations and governance structures is an asset
  • Fluency in English is required; Inuktitut and/or French is an asset.


EXPERIENCE & EDUCATION

  • Minimum of 5 years of experience in financial management, reporting, or a related field
  • Experience supporting funding agreements and working with external funders preferred
  • Diploma or degree in Accounting, Finance, Business Administration, or related field, or equivalent experience


OTHER REQUIREMENTS

  • Ability to manage competing priorities and deliver high-quality work under tight timelines.
  • Responsiveness to short-notice requests and evolving organizational needs.
