Co-Development Business Unit is hiring for Systems Engineer (Full Stack).

You will work in Singapore Government Agencies.

This is a fixed term contract. The engagement is 12 months

What will you do?

As a Full-Stack Engineer, you will work closely with the Chief Information Officer and collaborate with cross-functional teams to design, build, and maintain user-centric digital solutions aligned with business objectives.  

You are a proactive, self-motivated and resourceful engineer with a strong foundation in modern web technologies and a keen interest in applying digital technologies and AI to meet Agency and citizen needs

• Develop responsive and accessible web applications using React and JavaScript.
• Build and maintain backend APIs and services using Java/Spring Boot or .NET (C#).
• Leverage Python for scripting, automation, data processing, or AI/ML integrations where applicable.
• Design secure and scalable RESTful APIs to support business and citizen-facing applications.
• Deploy and manage applications on AWS cloud infrastructure.
• Ensure system performance, reliability, and security compliance across the stack.
• Collaborate with cross-functional teams including Product, QA, DevOps, and Security.
• Participate in code reviews and uphold engineering best practices throughout the development lifecycle.
• Support system readiness for deployment and analyse the impact of technical changes.
• Contribute to the evaluation and recommendation of technologies, including AI tools, through hands-on experimentation.
• Assist in identifying digital transformation opportunities in collaboration with the CIO and business stakeholders.

Requirements

What are we looking for?

• Degree in Computer Science, Software Engineering, or a relevant IT field with 4+ years of hands-on software development experience.
• Proficiency in our core tech stack: React, JavaScript, Python, Java, .NET (C#), and AWS.
• Hands-on experience with GitLab CI for CI/CD pipeline management and secure development workflows.
• Experience in at least one full software development lifecycle (Agile preferred).
• Strong analytical and problem-solving skills with an ability to translate business needs into technical solutions.
• Good communication skills with the ability to engage stakeholders at various levels.
• Proactive, motivated, and inquisitive mindset with a commitment to writing clean, maintainable code.
• Prior experience working on Singapore Government projects or within a public sector agency, including familiarity with government development standards, tools (e.g., SHIP/HATS), and compliance requirements, will be a strong advantage.
• Past experience in a consulting or product development environment.
• Experience working in Agile teams, including participation in sprint ceremonies and code reviews.
• Familiarity with service design or user-centric development approaches.

Good-to-Have Skills

• Experience with rapid application development platforms such as OutSystems.
• Working experience with Content Management Systems such as Sitefinity, SharePoint Online, or similar platforms.
• Knowledge of data analytics, product metrics, or AI/ML tooling.
• Familiarity with Agile tools such as JIRA, Figma, or Miro.
• Certification such as AWS Developer/Solutions Architect, Scrum Master, or equivalent.
