The Global Shared Services (GSS) organization within DNV provides high quality, cost effective services and processes within Human Resources, Finance, Real Estate & Procurement and IT, based on requirements defined by the business areas and Group. GSS also develops central competence for distinct services, projects and development and will support policy, procedures and system implementation on a global, regional, and local level.

DNV has an exciting opportunity for a local HR Manager who will be based in Al Khobar, Saudi Arabia to support DNV with a range of activities, which includes ensuring the organisation maintains full regulatory compliance while enabling the business to operate efficiently without administrative or governmental bottlenecks.
Ensure the organisation remains compliant with evolving localisation policies and labour regulations.
Support with HR administration across key government platforms including Qiwa, GOSI, Muqeem, and HRDF.
Support the Regional GSS HR Manager and works closely with Regional HR Advisory and Global Center HR Operations team to ensure employee matters, localisation requirements, and government processes are managed accurately and efficiently.
This position reports to the Regional Manager - GSS HR MEA based in the UAE and is part of the regional team in the Global Shared Services.
• Serve as the local HR subject matter expert and primary point of contact for HR and HSE matters in Saudi Arabia, providing guidance and support to Global Centre HR Operations and GSS HR Advisory teams. Advise on changes to employment legislation, regulatory requirements, and updates to the local Personnel Administration Guidelines (PAG).
• Work closely with the TASC agency to ensure employee records across government portals are accurate, compliant, and up to date. Maintain effective working relationships with key government entities, including MHRSD, HRDF, GOSI, the Ministry of Interior, and other relevant authorities.
• Support the organisation in achieving Saudization (Nitaqat) and localisation objectives by partnering with hiring managers and Regional GSS HR on the recruitment, development, retention, and training of Saudi nationals.
• Provide guidance and support to the local GSS HR team on employee benefits and compensation matters, including insurance contract renewals, Saudi market survey, salary benchmarking and related change management initiatives.
• Act as the primary HR contact for employee relations matters within Saudi Arabia, providing guidance on grievances, disciplinary matters, and performance management processes in compliance with Saudi Labour Law and the local Personnel Administrative Guidelines.
• Oversee local HR compliance activities, including statutory reporting, regulatory submissions, data collection, internal and external audit support, and adherence to Saudi labour, employment, and data privacy regulations, including the Saudi Personal Data Protection Law (PDPL).
• Contribute to the delivery of HR projects and initiatives, including employee wellbeing programmes, engagement activities, HR events, and other HR-related activities as required.
