The Role
· Provide expert advice on all matters relating to work health, safety, environmental and relevant legislation, regulations, and planning requirements.
· Ensure implementation and compliance with SIIP work health, safety, environmental and security management standards in line with Head Contract requirements, applicable legislation, and international good practice.
· Develop, coordinate, and deliver HSE training and awareness programs for SIIP staff.
· Coordinate with Local Content team to develop and deliver HSE training and provide mentoring for local Solomon Islands construction sector.
· Monitor and support subcontractors to ensure effective implementation of HSE management systems across all SIIP activities.
· Plan, undertake, document, and report on regular HSE inspections, audits, and compliance monitoring activities.
· Work closely with the SIIP Safeguards Team to ensure alignment and integration of HSE and safeguard systems and approaches.
· Provide technical support and guidance to Activity Project Managers and SIIP personnel on HSE risk management and issue resolution.
· Lead the identification, assessment, and management of HSE hazards, risks, and incidents, including:
• Ensuring timely notification and reporting of incidents
• Maintaining hazard and risk registers
• Reviewing root causes and effectiveness of controls
• Supporting and/or leading investigations
• Monitoring corrective and preventive actions
• Ensuring subcontractor reporting requirements are met
· Facilitate worker consultation and participation in HSE matters, including delivery of toolbox talks and safety communications.
· Liaise with the DT Global HSE team to ensure alignment with corporate policies, standards, and reporting requirements.
· Coordinate with SIIP Monitoring, Evaluation and Learning team, monitor, analyse, and report on HSE performance data and statistics across SIIP, including subcontractor performance.
· Review and approve subcontractor HSE documentation (including WHS/HSE Management Plans and procedures) to ensure compliance with SIIP requirements.
· Support and coordinate security risk management, including planning, implementation of security measures, and emergency preparedness and response.
· Provide technical HSE advice to SIIP team members, government stakeholders, and DFAT as required.
· Maintain and regularly update HSE and Security policies, procedures, templates, registers, and forms, ensuring effective document control, versioning, and audit readiness.
· Support internal and external audits, reviews, and compliance assessments by preparing and maintaining required documentation and evidence.
· Other tasks assigned by the SIIP DTL-Infrastructure or Team Leader.

About You
· Tertiary qualifications in Health, Safety, Environment, Risk Management, or a related discipline.
· Minimum of 5 years demonstrated experience leading HSE management systems in infrastructure programs, construction projects, or similar operational environments.
· Strong working knowledge of, and experience in applying, Australian HSE legislation, codes of practice, and relevant international standards within construction or infrastructure contexts.
· Demonstrated experience managing construction-related HSE risks, including hazard identification, risk assessment, quality assurance, and monitoring and evaluation of HSE performance.
· Proven ability to develop, implement, and continuously improve HSE systems, procedures, and processes.
· Experience working collaboratively across multidisciplinary teams to deliver integrated and effective HSE outcomes.
· Demonstrated capacity to engage and influence contractors, stakeholders, and project teams to achieve compliance and promote safe work practices.
· Strong understanding of the operational challenges and risk environment of the construction sector in the Pacific, or comparable contexts.
· Demonstrated experience in integrating security risk management into HSE systems in challenging or remote environments.
· Excellent interpersonal and stakeholder engagement skills, with the ability to build effective working relationships across diverse teams and cultural settings.
· Highly developed written and verbal communication skills in English, including the ability to prepare clear reports, guidance materials, and briefings.
