This is an opportunity to join Nscale’s journey, play a key role in delivering transformative infrastructure, and help shape a company designed to scale rapidly across Europe and beyond.</p> <p>The <strong>Stargate Norway project</strong> is a flagship hyperscale development and represents one of Europe’s most advanced AI infrastructure builds.</p> <h2><strong>Role Overview</strong></h2> <p>Nscale is seeking a <strong>HSE Site Director (KU)</strong> to lead all health, safety, and environmental strategy and execution across the Stargate Norway project.</p> <p>This is a <strong>statutory leadership role under Norwegian regulations</strong>, with full responsibility for coordinating HSE during the execution phase across all contractors and stakeholders on site.</p> <p>You will provide <strong>top-level HSE leadership, governance, and assurance</strong>, setting the standard for safety performance on a complex, high-risk, multi-contractor hyperscale construction project. Leading a team of <strong>HSE Managers and advisors</strong>, you will ensure consistent application of best-in-class safety practices, regulatory compliance, and a proactive, prevention-led culture across the entire site.</p> <p>This role requires a highly visible, authoritative leader capable of influencing at all levels—from site operatives to executive leadership—while operating with independence, credibility, and accountability.</p> <h2><strong>Key Responsibilities</strong></h2> <h3><strong>1. Statutory HSE Leadership (KU Role)</strong></h3> <ul> <li>Act as the formally appointed <strong>KU (Coordinator for Execution Phase)</strong> in accordance with Norwegian construction regulations</li> <li>Ensure effective <strong>coordination of HSE across all contractors, work packages, and interfaces</strong></li> <li>Define and enforce the <strong>project-wide HSE framework</strong>, roles, responsibilities, and lines of control</li> <li>Ensure that risks arising from <strong>simultaneous activities (SIMOPS)</strong> are properly managed and controlled</li> </ul> <h3><strong>2. Strategic HSE Direction &amp; Governance</strong></h3> <ul> <li>Set and lead the <strong>overall HSE strategy</strong> for the Stargate Norway project</li> <li>Establish and maintain a <strong>robust HSE Management System</strong> aligned with Norwegian legislation, JV standards, and international best practice</li> <li>Provide <strong>independent assurance</strong> to Project Directors and JV leadership on HSE performance and risk exposure</li> <li>Lead high-level <strong>HSE reviews, reporting, and governance forums</strong></li> </ul> <h3><strong>3. Leadership of HSE Function</strong></h3> <ul> <li>Lead, mentor, and direct a team of <strong>HSE Managers and Advisors</strong> across the site</li> <li>Ensure clear <strong>accountability, consistency, and coverage</strong> across all work fronts</li> <li>Build a high-performing HSE team with strong <strong>site presence and influence</strong></li> <li>Act as the escalation point for <strong>critical risks, incidents, and safety concerns</strong></li> </ul> <h3><strong>4. Risk Management &amp; Incident Oversight</strong></h3> <ul> <li>Own the <strong>project-wide risk management framework</strong> for HSE</li> <li>Ensure systematic identification, assessment, and mitigation of <strong>high-risk activities</strong> (e.g. lifting, energisation, working at height, heavy civils)</li> <li>Lead oversight of <strong>serious incident investigations</strong>, ensuring robust root cause analysis and systemic corrective actions</li> <li>Monitor and act on <strong>leading and lagging indicators</strong>, driving continuous risk reduction</li> </ul> <h3><strong>5. Contractor &amp; Stakeholder Leadership</strong></h3> <ul> <li>Provide <strong>visible leadership across all contractors</strong>, setting clear expectations and standards</li> <li>Ensure consistent and rigorous <strong>application of HSE requirements across EPCs and subcontractors</strong></li> <li>Engage proactively with <strong>Aker, Nscale leadership, regulators, and key stakeholders</strong></li> <li>Lead cross-contractor <strong>safety alignment, learning, and performance improvement initiatives</strong></li> </ul> <h3><strong>6. Compliance &amp; Regulatory Interface</strong></h3> <ul> <li>Ensure full compliance with <strong>Norwegian HSE legislation (Arbeidstilsynet)</strong> and all relevant EU directives</li> <li>Act as the <strong>primary interface with regulators and authorities</strong> on HSE matters</li> <li>Oversee audits, inspections, and regulatory reporting</li> <li>Ensure all required documentation, plans, and controls are in place and maintained</li> </ul> <h3><strong>7.
