This position will focus on program management, framework development, compliance monitoring, and policy implementation to ensure adherence to NSPM-33 requirements across NOAA research operations.<br><br></p> <p><strong>Location:&nbsp; Silver Spring, MD (Hybrid)<br><br>Clearance:&nbsp; Active TS/SCI</strong><br><br></p> <p><strong>Responsibilities and/or Success Factors:</strong></p> <ul> <li>Program Development and Management Develop and maintain the Research Security Program framework aligned with NSPM-33 requirements&nbsp;</li> <li>Create the Concept of Operations (CONOPS) document that outlines the operational vision for the program</li> <li>Design and document workflows, process diagrams, and reference guides for program implementation</li> <li>Support the development of the implementation roadmap with timelines and milestones Policy&nbsp;Development and Implementation</li> <li>Lead the drafting and implementation of comprehensive research security policies and procedures</li> <li>Develop standardized templates and formats for research security documentation</li> <li>Create guidance documents for NOAA institutions on achieving NSPM-33 compliance</li> <li>Support development of collaboration procedures with other federal agencies and stakeholders Compliance and Monitoring</li> <li>Establish continuous monitoring systems to ensure ongoing compliance with NSPM-33</li> <li>Design and implement research security assessment methodologies&nbsp;</li> <li>Create compliance tracking mechanisms and reporting templates</li> <li>Develop the risk register for integration with NOAA Risk Expert Network (REN) Performance Metrics and Documentation</li> <li>Design performance metrics and quality assurance indicators for the Research Security Program&nbsp;</li> <li>Produce monthly/quarterly compliance reports documenting program status</li> <li>Generate assessment reports identifying vulnerabilities and tracking improvements</li> <li>Develop and maintain program documentation including working group structures and support plans<br><br></li> </ul> <p><strong>Minimum Qualifications Including Certificates:&nbsp;</strong><strong>&nbsp;</strong></p> <ul> <li>Active TS/SCI clearance</li> <li>Bachelor's degree in management, Business Administration, Public Administration, or related field&nbsp;</li> <li>Minimum 5+ years of experience in program/policy analysis, with at least 3 years in federal government contracts</li> <li>Demonstrated experience in developing policies and frameworks for federal programs</li> <li>Strong understanding of project management methodologies and compliance frameworks</li> <li>Experience with risk management and control systems</li> <li>Proficiency with Microsoft Office Suite, Google Workplace tools, and Smartsheets</li> <li>Excellent analytical, documentation, and organizational skills</li> </ul><div class="content-conclusion"><p><strong>AAP Statement</strong></p> <p>We are proud to be an Affirmative Action and Equal Opportunity Employer and as such, we evaluate qualified candidates in full consideration without regard to race, color, religion, sex, sexual orientation, gender identity, marital status, national origin, age, disability status, protected veteran status, and any other protected status.</p> <p><strong>&nbsp;</strong></p></div>
