About the role
- Prepare business cases and manage capex to achieve KPI targets, including new sites for coverage improvement, existing site capacity expansion and site relocation for rental savings;
- Manage project budgets and allocate resources effectively to ensure timely achievement of project milestones;
- Oversee bid strategies, analyze bidding outcomes, and ensure alignment with overall business objectives;
- Provide financial insights to support cost optimization and enhance operational efficiency;
- Monitor expenses, evaluate budget performance, and implement adjustments when necessary;
- Prepare budget reports to support management in strategic financial decision-making;
- Manage the OSS development team to develop tools on project management including business case management, funding control, project control, order management, work acceptance and payment settlement;
- Ensure compliance with company policies, governance standards, and audit requirements.
- Bachelor’s degree in Finance, Accounting, Business/Administration Management, or related field
- Minimum of 15 years of experience in project management, budgeting, financial planning, or cost control
- Strong knowledge of ICT, budgeting, cost management, and financial analysis
- Proficiency in MS Office (e.g., Project, Excel, SAP, ERP)
- Excellent analytical, decision-making, and communication skills
- Understanding of financial regulations and compliance
- Highly detail-oriented with the ability to work independently and under pressure
- Good command of written and spoken English and Chinese
