About the role
The Corporate Income Tax Agency invites applications for the following positions.
The Corporate Income Tax Agency (CITA) is a statutory body established under the Corporate Income Tax Agency Act 2024. CITA is responsible for administering the corporate income tax regime.
Manager, Taxpayer Services and Compliance
The Manager, Taxpayer Services and Compliance is responsible for assisting with directing the Agency’s operational functions within Tax Operations, Compliance Risk Management and Tax Intelligence, Tax Audit and Compliance and/or the Tax Enforcement and Collections Units.
The Manager is responsible for one or more of the following: overseeing the corporate tax registration process and the efficient receipt, enabling adherence to the compliance risk management framework and preparation of business intelligence. Additionally, the Manager, Taxpayer Services and Compliance may also be responsible for validation and processing of corporate income tax returns and tax receipts, executing audit, international tax compliance and/or enforcement functions in accordance with the Corporate Income Tax Act and related regulations.
Key responsibilities include but are not limited to:
■ Ensure that appropriate policies and procedures are developed and implemented in the areas of taxpayer services.
■ Ensure the area of compliance risk management including audit case selection and data management and forecasting and business intelligence facilitate accurate reporting and compliance in accordance with Agency policy.
■ Assist with developing a series of indicators to measure operational performance, sets targets against these indicators and report regularly on progress.
■ Lead the execution of audits, including desk and field audits, to assess the accuracy of taxpayer filings and disclosures.
■ Review and maintain dashboards to monitor trends in taxpayer compliance and identify areas of systemic non-compliance.
■ Collaborate with other departments to support integrated compliance strategies.
■ Foster a high-performance and ethical culture aligned with CITA’s values and standards.
■ Liaise with internal and external stakeholders, including legal and policy teams, to ensure audit findings are addressed appropriately.
■ Represent CITA at meetings with other government agencies, business interests, trade associations, organisations and other relevant stakeholders.
■ Oversee and/or execute the Agency’s international tax compliance programme.
Qualifications, Knowledge, and Experience
■ Bachelor’s degree in Accounting, Finance, Taxation, Business Administration, Law, or a related field is required.
■ A professional certification such as Chartered Accountant (CA), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or ACCA or a postgraduate qualification (e.g. Master’s degree) in a relevant discipline would be considered an asset.
■ Sound knowledge of internal audit standards, risk management frameworks, and compliance methodologies.
■ Familiarity with economic substance requirements and their application to international business structures.
■ Knowledge of international accounting, auditing and compliance frameworks.
■ Minimum 5 years’ experience in tax audit, compliance, or a related field.
■ Demonstrated experience in effectively managing teams and resolving complex compliance issues.
■ Proven track record of working with tax authorities, regulatory bodies or within large-scale tax, financial services or audit environments.
■ Knowledge of the Corporate Income Tax Act 2023 and the broader regulatory environment in Bermuda would be an asset.
■ Familiarity with data analytics tools would be an asset.
