<p><span data-contrast="none">Dexis Professional Services seeks a<strong> Senior Monitoring Evaluation & Learning (MEL) Specialist </strong>to support an upcoming program with the Department of State in the Bureau of European and Eurasia and Central Asia </span> <span data-ccp-props="{"134233118":false,"201341983":0,"335559739":0,"335559740":240}"> </span></p>
<p><span data-contrast="none">The position, which is a <strong>CONTRACTOR </strong>postion can be based in Kyiv, Ukraine or in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, Moldova, Georgia, Azerbaijan, Armenia, Kyrgyzstan, Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, or Greenland.</span> <span data-ccp-props="{"134233117":false,"134233118":false,"201341983":0,"335551550":1,"335551620":1,"335559685":0,"335559737":0,"335559738":0,"335559739":0,"335559740":240}"> </span></p>
<p><span data-contrast="none">This upcoming project will strengthen oversight and enable evidence-based decision making for foreign assistance programs primarily by supporting project designs, developing and supporting outcome indicators, establishing performance monitoring systems, including robust Third-Party Monitoring (TPM) for assistance projects, planning and implementing independent external evaluations, and reporting on the use of evaluation findings, conclusions, and recommendations</span> <span data-ccp-props="{"134233117":false,"134233118":false,"201341983":0,"335551550":1,"335551620":1,"335559685":0,"335559737":0,"335559738":0,"335559739":0,"335559740":240}"> </span></p>
<p><span data-contrast="none">EUR/ACE, housed within the Bureau of European and Eurasian Affairs (EUR), oversees foreign </span><span data-contrast="none">assistance across Europe, Eurasia, and Central Asia. EUR/ACE works closely with the Bureau of </span><span data-contrast="none">South and Central Asian Affairs (SCA) and other bureaus and agencies to coordinate assistance, </span><span data-contrast="none">ensuring that programming is cohesive, strategically aligned, and responsive to regional needs. </span> <span data-contrast="none">Assistance is implemented through projects managed by the Department of State (DoS) and </span><span data-contrast="none">other U.S. Government agencies, international organizations, and non‑governmental </span><span data-contrast="none">organizations, enabling a whole‑of‑government approach to delivery and oversight.</span><span data-ccp-props="{"134233117":false,"134233118":false,"201341983":0,"335551550":1,"335551620":1,"335559685":0,"335559737":0,"335559738":0,"335559739":0,"335559740":240}"> </span></p>

<ul>
<li>Provide oversight of MEL activities to ensure alignment with task order objectives and standards </li>
<li>Deliver training to partners and staff on MEL approaches, tools, and best practices </li>
<li>Lead capacity building efforts to strengthen partner MEL systems and capabilities </li>
<li>Support implementation of MEL processes, including data collection, analysis, and reporting </li>
<li>Ensure quality and consistency of MEL outputs across activities </li>
</ul>
<h1 style="margin-bottom: 6.75pt;"><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;"><strong>Qualifications </strong></span></span></h1>
<ul>
<li>Minimum 7 years of experience in monitoring & evaluation </li>
<li>Must be a U.S. Citizen </li>
<li>Must be eligible for a Secret clearance </li>
</ul>
