About the role
Role Overview:
This is a senior managerial position responsible for leading the planning, coordination and delivery of the Authority’s capital development programme. The successful candidate will support the long-term development of airport infrastructure by ensuring that capital projects are strategically planned, technically sound, compliant with applicable standards, and delivered within approved scope, budget and timelines.
Key Responsibilities:
- Develop and maintain the airport’s short- and long-term Capital Improvement Programme.
- Align capital projects with the airport master plan, regulatory requirements, operational needs and strategic objectives.
- Prioritize capital projects based on risk, operational need, cost-benefit, infrastructure condition and stakeholder impact.
- Lead capital expenditure projects from planning and design through to construction, commissioning and closeout.
- Monitor project scope, budgets, schedules, risks, quality standards and change management processes.
- Oversee consultants, contractors, vendors and other service providers engaged in capital development projects.
- Provide technical and engineering input to support infrastructure planning, operational decisions and proposed upgrades.
- Review technical drawings, specifications and submissions, and make recommendations where required.
- Ensure compliance with applicable aviation, engineering, safety and regulatory standards, including relevant ICAO requirements.
- Advise management on infrastructure risks, development priorities and long-term capital planning needs.
Requirements
Minimum Qualifications & Experience:
- A Bachelor’s Degree in Civil Engineering, Construction Management, Project Management, Airport Planning, or a related field.
- At least seven (7) years’ relevant experience in capital planning, infrastructure development, engineering or project management.
- At least three (3) years’ supervisory or managerial experience.
- Experience in an airport, aviation, public infrastructure or major projects environment would be an asset.
- Professional certification or a Master’s Degree in a relevant field would be an asset.
- A valid driver’s licence.
