<p>The Mission of Ministry of Transport is to develop Singapore's land, sea and air transport sectors to enhance our economic competitiveness and quality of life in a knowledge-based economy. MOT oversees the development and regulation of the following sectors: </p>
<ul>
<li>Civil Aviation and Air Transport </li>
<li>Maritime and Ports </li>
<li>Land Transport </li>
</ul>
<p>Besides providing an efficient and cost-effective transportation in Singapore, it also strives to make Singapore an international civil aviation and maritime centre for the region. The ministry sets the strategic and policy direction while operations and regulatory works are carried out by the statutory boards under its charge. There are four statutory boards which are established by Acts of Parliament: the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority (LTA), the Maritime and Port Authority of Singapore (MPA) and the Public Transport Council (PTC). The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB). </p>

<p>We are looking for a Senior Product Manager who will be at the forefront of the digital transformation journey at the Ministry of Transport (MOT) and Public Transport Council (PTC). </p>

<p><strong>[Key Responsibilities] </strong></p>
<p data-pm-slice="1 3 []"><strong>Product Strategy & Development</strong> </p>
<ul>
<li>Work closely with business users to define product vision, strategy and roadmap based on industry needs and regulatory requirements </li>
<li>Transform business and regulatory requirements into clear product specifications and user stories </li>
<li>Lead discovery sessions with business users to understand pain points and opportunities </li>
<li>Validate proposed solutions with business stakeholders before development </li>
<li>Prioritize features and enhancements based on business value and user impact </li>
</ul>
<p> <br><strong>Product Management</strong> </p>
<ul>
<li>Prioritise product backlog across multiple platforms based on business value and technical feasibility </li>
<li>Define clear product requirements, success metrics, and acceptance criteria </li>
<li>Drive agile development processes and ensure quality of product delivery and compliance to government policies </li>
<li>Make data-driven decisions using analytics, user research, and industry feedback </li>
<li>Manage budget, resources and risks related to the product delivery </li>
</ul>
<p> <br><strong>Technical Collaboration</strong> </p>
<ul>
<li>Work closely with engineering leads on technical feasibility and architecture decisions </li>
<li>Guide integration approaches between regulatory, payment, and enterprise systems </li>
<li>Ensure scalable solutions that meet government security and compliance standards </li>
<li>Balance new feature development with technical sustainability </li>
</ul>
<p> <br> <strong>Team Leadership</strong> </p>
<ul>
<li>Lead junior product managers, designers, and work closely with engineering teams </li>
<li>Set product development standards and best practices </li>
<li>Coach team members in product thinking and agile methodologies </li>
<li>Build strong product culture focused on user needs and business outcomes </li>
</ul>
<p> <br><strong>Stakeholder Management</strong> </p>
<ul>
<li>Partner with business units to understand regulatory requirements and user needs </li>
<li>Align product decisions with organizational strategy and stakeholder expectations </li>
<li>Drive product adoption through effective change management </li>
<li>Communicate product vision and roadmap to senior leadership </li>
<li>Participate in technical discussions to understand implications of architectural decisions on product roadmap. </li>
</ul>

<p><strong><span data-contrast="none">[What we are looking for]</span></strong> </p>
<ul>
<li><span data-contrast="none">At least 10 years of experience in developing new systems and products, with at least 5 years in the capacity of a product manager </span></li>
<li><span data-contrast="none">Strong stakeholder management skills</span></li>
<li><span data-contrast="none">Team leadership experience </span></li>
<li><span data-contrast="none">Governmect sector experience preferred </span></li>
<li><span data-contrast="none">Comes with digital transformation background </span></li>
</ul>
