<p>We are seeking an experienced Product Manager to drive data-related products and capabilities across MOE. The role will define product vision, shape problem statements, prioritise use cases, and drive delivery and adoption across governance, platform, and data-owning teams.</p>
<p>The Product Manager will balance policy intent, user needs, and system constraints, and ensure solutions are implementable, scalable, and aligned with MOE and WOG priorities. Depending on organisational needs, the role may be deployed into one or more specialised tracks.</p>

<ul>
<li>Define product vision, problem statements, and target outcomes aligned with MOE priorities.</li>
<li>Identify and prioritise use cases based on user needs, policy intent, and system value.</li>
<li>Translate requirements into product features, workflows, and implementation scope.</li>
<li>Work with engineering, platform, governance, and operations teams to drive delivery.</li>
<li>Clarify ownership, operating model, and end-to-end workflows across stakeholders.</li>
<li>Track adoption, usage, and outcomes, and iterate based on feedback and data.</li>
<li>Balance user experience, governance requirements, and technical feasibility.</li>
<li>Prepare product updates, trade-off decisions, and roadmap proposals for leadership.</li>
</ul>

<li>Relevant level of experience in product management, digital product delivery, consulting, or transformation roles.</li>
<li>Experience driving products across multiple stakeholders and constraints.</li>
<li>Strong ability to structure ambiguous problem spaces into clear product direction.</li>
<li>Ability to align stakeholders across policy, business, and technical teams.</li>
<li>Familiarity with enterprise data, governance, platforms, or public sector delivery.</li>
</ul>

<p>Focus: Delivering a coherent, user-centred Student Hub.</p>
<ul>
<li>Define Student Hub product vision and use cases across HQ, schools, and students.</li>
<li>Shape user journeys, workflows, and integration points across systems.</li>
<li>Prioritise features across data, content, and service delivery layers.</li>
<li>Drive adoption by ensuring solutions are useful, usable, and aligned with school realities.</li>
</ul>

<p><strong>Track 2: WOG–MOE Data Architecture Products</strong></p>
<p>Focus: Translating architecture into usable product capabilities.</p>
<ul>
<li>Define products that enable data sharing, integration, and interoperability across MOE and WOG.</li>
<li>Translate architecture principles into concrete features, standards, and reusable components.</li>
<li>Prioritise capabilities that unlock cross-system workflows and data reuse.</li>
<li>Balance long-term architecture goals with incremental, deliverable product steps.</li>
</ul>

<p><strong>Track 3: Data Governance & Metadata Products</strong></p>
<p>Focus: Making governance and metadata usable and adoptable.</p>
<ul>
<li>Define products that improve data ownership clarity, governance workflows, and compliance.</li>
<li>Drive solutions that improve metadata quality, dataset documentation, and discoverability.</li>
<li>Embed governance into day-to-day workflows, not just policy documents.</li>
<li>Ensure governance capabilities are practical, scalable, and adopted by data owners.</li>
</ul>

<p><strong>Track 4: Data Authorisation & Authentication Products</strong></p>
<p>Focus: Simplifying and strengthening secure data access.</p>
<ul>
<li>Define product solutions for data access request, approval, and provisioning workflows.</li>
<li>Improve user experience while maintaining security and auditability requirements.</li>
<li>Align identity, access, and data controls into end-to-end product flows.</li>
<li>Drive adoption of consistent, transparent, and scalable access models.</li>
</ul>
<p><strong>Common Good-to-Have</strong></p>
<ul>
<li>Experience in public service, education, or enterprise data transformation.</li>
<li>Familiarity with governance frameworks, metadata platforms, or access control systems.</li>
<li>Ability to develop product artefacts such as roadmaps, service blueprints, and user journeys.</li>
