About the role

To lead and manage recruitment and talent acquisition activities in accordance with approved government policies and procedures, ensuring the timely attraction, assessment, and onboarding of qualified talent to support organizational workforce requirements. The role also supports employee relations, HR operations, and compliance while utilizing government HR systems such as Bayanati to maintain accurate employee and recruitment records.

Requirements

Recruitment & Talent Acquisition

  • Manage the full recruitment lifecycle from hiring request approvals to onboarding.
  • Develop and implement effective talent acquisition strategies to attract qualified candidates for government roles.
  • Draft and publish job advertisements through approved recruitment channels and government platforms.
  • Screen CVs, conduct candidate assessments, and shortlist candidates based on job requirements and competency frameworks.
  • Conduct structured interviews and prepare detailed evaluation and recommendation reports.
  • Coordinate interview schedules with hiring managers and communicate with candidates throughout the recruitment process.
  • Prepare and issue job offers and employment contracts using approved templates.
  • Maintain recruitment databases and talent pipelines for future workforce needs.
  • Ensure recruitment activities comply with government regulations and Emiratization policies.

Government HR Systems & Compliance

  • Utilize the Bayanati HR system for recruitment processes, employee data management, and reporting.
  • Ensure accurate and timely updating of employee records in Bayanati and other HR systems.
  • Maintain strict confidentiality of employee and recruitment data.
  • Support compliance with applicable government HR regulations and internal policies.

Employee Relations & HR Operations

  • Handle employee relations matters including employee inquiries, grievances, and policy clarification.
  • Support disciplinary procedures in line with approved HR policies.
  • Maintain and ensure accuracy of employee personnel files and documentation.
  • Prepare periodic HR and recruitment reports for management.
  • Support employee engagement and wellbeing initiatives.
  • Assist in drafting and reviewing HR policies, procedures, and internal communications.

Qualifications & Experience

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Minimum 10 years of HR experience, with strong focus on recruitment and talent acquisition.
  • Experience working within UAE government entities or public sector organizations is preferred.
  • Hands-on experience using Bayanati HR system or similar government HR platforms.
  • Strong knowledge of government recruitment procedures and Emiratization requirements.
  • Excellent communication, stakeholder management, and interviewing skills.
