Full-time employees working at least 30 hours a week on a regular basis are eligible to participate in our benefits and paid leave programs.&nbsp; We pride ourselves on our collaborative work environment and culture, which embraces our mission of providing financial and non-financial benefits back to the members of the Seneca Nation.</span></p> <p><strong>Western Door Federal</strong> is seeking an <strong>IT Project Cost Estimator</strong> in the Suitland, Maryland area.&nbsp; The objective of this work is to provide subject matter expertise in the development of Lifecycle Cost Estimate (LCCE) for a large and complex IT program using the SEER toolset and to transfer knowledge related to the estimating solution and underlying tools to the program staff.&nbsp; Integrate with government team and use the SEER toolset to estimate costs for IT Application Development, Cloud Migration, Cloud Infrastructure buildout, Service Desk and other supporting IT Services. &nbsp;</p> <p>&nbsp;</p> <p><strong><u>Responsibilities include, but are not limited to</u></strong>:</p> <ul> <li>Assist the government in the development of lifecycle cost estimates during the program planning and budget formulation phase. &nbsp;</li> <li>Analyze program requirements and conduct workshops / interviews with program stakeholders to determine the key inputs necessary for development of LCCE using the SEER toolset.</li> <li>Collaborate with the government on the development and maintenance of the IT program Lifecycle Cost Estimate.&nbsp;</li> <li>Support the development and implementation of advanced cost estimating, cost modeling and analysis capabilities necessary to create and maintain the IT program Lifecycle Cost Estimate using SEER suite Tools.</li> <li>Support economic analyses of IT projects, various analysis of alternatives and other related efforts to aid investment decisions.</li> <li>Follow U.S Government Accountability Office (GAO) cost estimation best practices</li> <li>Establish and support the financial analysis and forecasting of cloud related services acquired by the decennial program to help manage cloud financial obligations.&nbsp;</li> </ul> <p><strong><u>Basic Qualifications:</u></strong></p> <ul> <li>BS/BA degree in engineering, economics, finance, or related field.</li> <li>5 or more years of direct work experience with the Census Bureau.&nbsp; &nbsp;</li> <li>Demonstrated experience and proficiency with cost estimating tool sets for estimating Information Technology solutions including Applications, Infrastructure and other IT services.</li> <li>Intermediate/advanced Excel practitioner (analyze structured data, create repeatable analyses, and ensure analytical defensibility).&nbsp;</li> <li>Excellent communications and interpersonal skills necessary to work in small, collaborative teams.</li> <li>Ability to gain and maintain a Public Trust security clearance.&nbsp;</li> </ul> <p><strong><u>Desired Skills:</u></strong></p> <ul> <li>5 or more years of experience providing and supporting Lifecycle Cost Estimate (LCCE) efforts.</li> <li>International Cost Estimating and Analysis Association (ICEAA) or similar certification.</li> </ul> <p>&nbsp;</p><div class="content-conclusion"><p><strong><u></u></strong></p> <p><strong><u>Equal Opportunity Statement:</u></strong><br>Seneca Holdings provides equal employment opportunities to all employees and applicants without regard to race, color, religion, sex/gender, sexual orientation, national origin, age, disability, marital status, genetic information and/or predisposing genetic characteristics, victim of domestic violence status, veteran status, or other protected class status.
