You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.</p></div><h1 style="margin-bottom: 6.75pt;"><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;"><strong>About the Position</strong></span></span></h1> <p><span data-contrast="none">Dexis Professional Services seeks a&nbsp;</span><strong><span data-contrast="none">Team Leader</span></strong><span data-contrast="none">&nbsp;to support an upcoming program with the&nbsp;Department of State in the Bureau of European and Eurasia and Central&nbsp;Asia.&nbsp;</span><span data-ccp-props="{}">&nbsp;</span></p> <p><span data-contrast="none">The position will be based in&nbsp;Kyiv, Ukraine&nbsp;and is contingent upon award.</span><span data-ccp-props="{}">&nbsp;</span></p> <p><span data-contrast="none">This upcoming project will strengthen oversight and enable evidence-based decision making for foreign assistance programs primarily by supporting project designs, developing and supporting outcome indicators, establishing performance monitoring systems, including robust Third-Party Monitoring (TPM) for assistance projects, planning and implementing independent external evaluations, and reporting on the use of evaluation findings, conclusions, and recommendations&nbsp;&nbsp;&nbsp;</span><span data-ccp-props="{}">&nbsp;</span></p> <p><span data-contrast="none">EUR/ACE, housed within the Bureau of European and Eurasian Affairs (EUR), oversees foreign&nbsp;assistance&nbsp;across Europe, Eurasia, and Central Asia. EUR/ACE works closely with the Bureau of South and Central Asian Affairs (SCA) and other bureaus and agencies to coordinate&nbsp;assistance, ensuring that programming is cohesive, strategically aligned, and responsive to regional needs.&nbsp;&nbsp;Assistance&nbsp;is implemented through projects managed by the Department of State (DoS) and other U.S. Government agencies, international organizations, and non‑governmental organizations, enabling a whole‑of‑government approach to delivery and oversight.</span><span data-ccp-props="{}">&nbsp;</span></p> <p style="margin-bottom: 6.75pt;">&nbsp;</p> <h1 style="margin-bottom: 6.75pt;"><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;"><strong>Responsibilities</strong></span></span></h1> <ul> <li>Lead the design, execution, and management of evaluations&nbsp;</li> <li>Ensure methodological rigor, including integrity, consistency, and comparability of findings&nbsp;</li> <li>Provide quality control oversight of evaluation processes and deliverables&nbsp;</li> <li>Lead and coordinate multidisciplinary, cross-cultural teams&nbsp;</li> <li>Oversee data collection, analysis, and synthesis using quantitative and qualitative methods&nbsp;</li> <li>Ensure alignment of evaluation activities with task order objectives and MEL frameworks&nbsp;</li> </ul> <p style="margin-bottom: 6.75pt;">&nbsp;</p> <h1 style="margin-bottom: 6.75pt;"><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;"><strong>Qualifications&nbsp;</strong></span></span></h1> <ul> <li>Minimum 15 years of experience in strategic planning, project design, MEL, and project management&nbsp;</li> <li>Prior experience in conflict settings required&nbsp;</li> <li>Must be a U.S. Citizen&nbsp;</li> <li>Active Secret clearance required&nbsp;</li> </ul> <h3><strong><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;">Preferred Qualifications</span></span></strong><span style="font-family: Helvetica, sans-serif;"><span style="font-size: 13.3333px;">&nbsp;</span></span></h3> <ul> <li>Prior regional experience</li> </ul><div class="content-conclusion"><p>Dexis is on a mission to help solve today’s most pressing global political, social, and economic challenges and create a world where all people are safe and prosperous.
