The Opportunity
The objective of this role is to support Niue’s transition to a more resilient and low emissions energy system by strengthening local operational capacity following the New Zealand Government funded installation of new solar PV and battery energy storage infrastructure, delivered through the Ministry of Foreign Affairs and Trade (MFAT).
Given Niue’s high exposure to climate impacts, ongoing reliance on diesel generation, and limited local technical workforce, the role focuses on practical upskilling and mentoring of existing power station staff. The objective is to ensure staff can confidently operate, maintain, and undertake basic troubleshooting of the hybrid diesel–solar–BESS system.
Through applied, on‑the‑job training and knowledge transfer, the role aims to embed skills locally, reduce reliance on external technical support, and support a just, reliable, and locally sustained energy transition appropriate to Niue’s scale and context.
Roles and Responsibilities
1. Rapid capability review and training design
Prepare a brief and concise training design
• Undertake a short review of existing power station staff capability relevant to operation and maintenance of the diesel–solar PV–BESS system.
• Confirm priority training areas based on known operational requirements and early engagement, rather than a full needs assessment.
• Prepare a prioritised training and mentoring plan for the six month contract period, tailored to the installed systems and local context.
• Ensure training content is practical, applied, and aligned with the actual equipment installed.
2. Hands on operational training (Solar PV and BESS)
• Deliver practical, on the job training and mentoring covering system operation, monitoring, safety procedures, fault response, and routine maintenance.
• Build staff capability for basic fault response and escalation.
• Promote good practice in fault logging, incident reporting, and maintenance records.
3. Mentoring: Asset Management and Operational Confidence
• Mentor staff in practical asset management for solar PV and BESS systems, including documentation, warranties, and lifecycle considerations.
• Support staff to establish effective spare parts and consumables planning, including identifying critical spares, lead times, and pre ordering to avoid operational downtime.
• Provide ongoing mentoring and remote support to reinforce learning, build confidence, and support staff as they apply new skills in live operations.
• Support professional skills relevant to power station operations, including work planning, handover, communication, and managing customer related queries.
4. Delivery Approach
• First visit to Niue is expected within 2 weeks of mobilisation, and will include the inception, capability scan and training plan development
• Training will be delivered over a five month period through a mix of in person, on site support and remote mentoring.
• Training materials, simple guides, and operational checklists will be developed or adapted to support ongoing use by power station staff beyond the engagement.

About You
Selection Criteria
• Demonstrated experience in operation and maintenance of solar PV and/or BESS, ideally within hybrid diesel–renewable power systems.
• Practical experience delivering hands on training or mentoring to technical staff.
• Strong understanding of hybrid power station operations, safety procedures, and basic fault response.
• Ability to work effectively in remote or island contexts and adapt training to local systems and staff capability.
• Clear communication skills and ability to produce simple, practical training materials.
Desirable
• Experience working with small utilities or in the Pacific or similar contexts.
• Familiarity with asset management, spare parts planning, or operational documentation for renewable energy systems.
